How to make this article clearer?
editCould this article be made clearer for those of us who are not lawyers?
For example in order to understand the background behind this case re Youtube it would be good to have some kind of simple overview of the laws and regulations. I don't know what the Wikipedia term for an "executive summary" is but if we had one before diving into lots of confusing details it might help.
Neutrality of article

Meaning of "host provider"?

Changes and modifications to the article
edit(Date: April 2, 2014) As a reviewer of this article I have tried to address all observations, and I consider that the article has been improved. Additional sources, and links to other wikipedia articles have been inserted. Grammar and technical language has been improved (this article is about regulation of the Internet in Turkey, therefore some legal wording may come necessary while describing legal mandate. An effort has been put, in keeping it to the minimum). Citation has been improved, and neutrality as well. Article to update
editPlease note that 2014 amendments were stated unconstitutionnal by the Tukish Institutionnal Court, and that a new amendment occured in 2015 (sources in english availables on the french article fr:Loi no 5651 en Turquie. Larchmutz (talk) 09:21, 30 April 2017 (UTC)
