Scope for a high level article on the main topic - the concept of investigation

Most of the disambiguations are not for different topics using the same name, they are for different aspects of the same topic, using disambiguators to differentiate them from each other. The concept of investigation would be a legitimate encyclopedia topic, if or when anyone decided to start the article, and would be the primary topic for this title.
