Redistricting

This article refers to the 4th congressional district as it was up through 2012. For the most recent election and forward, the 4th congressional district refers to an area on the Western side of the state. It is not clear what should be done with this article, as it refers to a district which did exist for a time, but which has the same monicker as a new district which is completely different. Many other small-town articles may refer back to this article, and may be right or wrong, depending on the date that they are directed here. How are congressional districts maintained and demarcated?
