Using words like all and total when talking about Rape statistics or other sexual crimes is a sure indication that the statistics have been misinterpreted and the source material misunderstood. Crime can only be counted if it is reported to authorities such as the Police or the criminal justice system. A lot of crime, especially sexual crimes, is often not reported or only reported some time after it occurs. The figures given are apparently for reported crime, although even the headline of the cited source indicates there is some misunderstand of what the statistics mean, as it confuses reported with committed and confuses when crime occurs with when Police count the crime as "established" (reported to Police?). Reading an English (Google) translation of the source, it appears that the 12% figure is for "suspects found guilty of solved crimes". Also, the 199 figure given is for Sexual Offenses, not Sexual Assaults. (There is a difference depending on how the statistics are classified.) The report also says the Police statistics are not the whole truth and may count the same offender for each offence they commit.
