I don't have the Syriac text of the second quotation to hand, but I'm pretty sure that Ishoyahb was referring not to the people of Merv (Maronaye) but to the people of Oman (Mazonaye). That would make much more sense, as he was writing to the metropolitan of Fars. Oman was one of the Nestorian dioceses of Fars, while Merv had nothing to do with Fars whatsoever. I'm pretty sure Sebastian Brock and others read Oman, not Merv.
