idiomatic yes, indicating immutability, no. It might not be what it is in 5 minutes or 5 years, let alone forever. As used in the US doesn't say anything about future, just present or past. An idiom that does carry that implication: "It's human nature". Ofc if immutability means immutability of (present or past) facticity alrighty then. "It is what it is" Is an expression, expressing the acceptance to circumstances as that is how the world is. It is what it is, means things can't be changed, it is like this across the board.
