editI am leaving this article in a poor state, because various sources give controversial information in details. Many of them simplify and second-guess the detail.
I hope someone reasonably familiar with the topic will write a correct text. I just want to warn not to rely on single source. Below are some my findings, in additions to books cited in the article. I am inclined to believe that >Rein Taagepera, Softening without Liberalization in the Soviet Union: The Case of Juri Kukk, 1984, ISBN 0819138010, 254pp< would be the most authoritative source, but it is not available to me.
