This page claims that in 1976, "Jamaica had assembled their largest team ever to attend the Paralympics but chose to boycott the Games". It doesn't explain why, and I can't find any other trace of the claim. 1976 was of course the year of the Olympic boycott by a number of nations - but not by Jamaica.
