I don't think that this person was a Liberian. Apparently he represented U.S. interests in Liberia, a function today filled by the United States Ambassador to Liberia, who is not a Liberian but an American. Of course, the American Colonization Society was instrumental in setting Liberia up, so he is certainly "Liberia-related" but I don't think that he belongs in the "people from Liberia" category.
