I found a WWI draft card on Ancestry which I believe is Looney's -

In the 1900 Census, he is living in Shreveport with his parents and siblings. His full name was Jeremiah Frederick Looney, although the transcription seems to have mixed up his family and the neighbouring Weaks family.
