editThis unattributed sentence is entirely false. Not only was he not the first "Englishman" to discuss progressive taxation, it was a common talking point amongst Foxite Whigs in the 1790s generally, he was also not an Englishman. He was born in Glasgow to a Glaswegian merchant and the sister of his later teacher John Millar. Unless someone has a specific reference they would like to provide in favour of this assertion I intend to remove this particular sentence. 2A00:23C5:26A4:D701:15E4:423B:F8B1:889B (talk) 20:28, 5 December 2022 (UTC)
