Subject possibly involved in WW2 war propaganda films

Hey peeps, I've just come across the signature of "John W. English" who was the Executive Officer of the Field Photographic Branch of the US Navy Reserves in some confidential O.S.S. documents regarding the creation of propaganda films and documentary films supporting the Allied cause.

However, I just can't quite figure if THIS John W. English is the SAME one as this one. Check out this document, his memos are all through the document: cia.gov/readingroom/document/cia-rdp13x00001r000100100007-6 If it's your first time reading a CIA document, essentially this one is the pitch for a short documentary along with a script, and a bunch of conversations between military officers about the project.
