Frank Conley
editOne of Dixon's early actions in the governor's office was the removal of the long-time warden of Montana State prison, Frank Conley. His administration subsequently tried Conley for a range of maladictions, including the extensive use of free convict labor to enrich himself. Conley was ultimately acquitted. The legal justification: when Conley was doing these things they weren't specifically illegal under Montana law. The major result of all this was to focus the wrath of the state's conservative forces on Dixon. This was a, if not the, principal reason for his defeat in 1924.
