I cannot find any evidence that the JPG had a lower house of government called the "People's Assembly" (Knesset HaAm). Josephus in The Jewish War says that "people assembled" on the Temple Mount to proclaim Joseph ben Gurion as dictator, but that does not constitute a formal body of any kind.
