The first map is captioned "Location in Tieling City". This should be changed to something along the lines of "Location in Tieling City administrative district". I don't know if "district" would be the correct word or not though. The reason it should be changed is that Tieling is a City, and Kaiyuan is another city, and they are 33km apart (according to the article and to my experience). Apparently Tieling has some sort of administrative oversight/governance of Kaiyuan. As an American, I would have guessed that Tieling is also a County (like Orange, CA is a city in Orange County), but that is apparently a bad analogy as Kaiyuan is reportedly a "county-level city", so I don't what analogy would fit. Except for Virginia, New Jersey, and at most a few other states, most American cities are not on equal footing with the county, and in terms of administrivia are all over the place. In the PRC that is not the case, and in fact, it is the opposite; settlements must meet strict guidelines in order to be deemed cities, even if they administer an area the size of say Austria. My observation is that "X City" refers strictly to X's entire administrative area, whereas "X" may also refer to the urban area alone. See prefecture-level city.
"Location in Tieling Prefecture" is not entirely accurate because it could imply Tieling is officially a prefecture, when it is a prefecture-level city. GotR Talk 07:16, 13 June 2013 (UTC)Reply
