Glaring omissions

Last two paragraphs of the lead
editI would like to ask anyone familiar with the subject of the article to judge the relevance of last two paragraphs of the lead section. From my point of view, they would be better placed in the body of the article, but I know nothing about the subject of the article and I originally came here to revert an unnoticed edit by a vandal.
