The article is about one of the Universities in the city of Kazathe, which was named 'third capital of Russia'. It's a major institution, the best and most prestigious University status Insittution in the Republic of Tatarstan, and it's well-known in Russia. Wikipedia currently doesn't have an article about it. I think it should definitely stay.
