The title seems to be provocative in Azeri-Armenian conflict background . If we are intended to use the original name in local language , the name of the monument is "Ana Harayı" in Azeri language that translates as "The mother's shout" , and if we are going to use the alternative name (Khojaly Massacre) , that seems reasonable to use the dominant phrase in English Wikipedia , that is Massacre and not "Genocide" .
