Notability, quality of the writing, grammar, translation.
edit1. This article reads like a padded resume and there is nothing described here that is notable above what would be expected from a career academic.
2. After reviewing the corresponding article in the Japanese Wikipedia it is clear that this article is a translation. I will add a translated article tag to reflect this. I note that the original author of the Japanese Wikiarticle created that article from Haba's professional home page.
3. The translation is rough and the writing poor both in Japanese and English. However I see no necessity in improving this article unless the WP notability requirements are met.

- I would agree that the article is poorly written and poorly sourced, but not that she's not notable. She's possibly the most prominent Japanese academic in IR currently. She's also the leader of the Asia-Pacific region for ISA. The risk with saying that she's not notable enough is that it reads like a typical, she's a woman academic so she's not notable which Wikipedia is well known for. Also, let's remember that Japan is a very patriarchal society so achieving such success is rare.
