Wrong information on MSM blood donor status

Uruguay does not allow men who have sex with men to donate blood, unless there is a 12 month deferral, which is a "de facto" ban on sexually active gay males. It should not have a green checkmark on the summary table. This stance is held by the still applicable and enforced executive decree 385/000 and advocacy groups have been fighting it since at least 2012, gaining notoriety every few years of so. As of July 2019, men who answer yes to having had sex with other men during the preliminary questionnaire have their donations rejected.

LGBT Uruguayans having the same rights as non-LGBT Uruguayans

I had a look at the summary table in this article and it seems that every LGBT right listed in the table had a checkmark (meaning that it was legal for LGBT people), except for commercial surrogacy for gay couples (that is banned for everyone in Uruguay). Should we change the title sentence to Lesbian, gay, bisexual and transgender (LGBT) people in Uruguay enjoy the same rights as non-LGBT people?
