Runway probably closed

Judging by its condition, the La Victoria runway is likely abandoned. The latest image is 10 years old, so someone may have cleaned it up since then. There are no bridges across the Paraguay river locally, so the airstrip would be invconvenient to reach.

Within the town of La Victoria (aka Puerto Casado) are a pair of intersecting graveled runways with lengths of 1200 metres and 1300 metres. These are shown on the OpenStreetMaps reference.
