- Anything listed in census data as being a named place for which the national statistical authority aggregates demographic and geographic data is notable per Wikipedia policy, no matter what you think. Even with a population of zero, it's still notable if only because we can't properly cover the census itself if there are large swaths of census data that we can't write about.
