The documentary is not mentioned by title in the Xinhua article, but it's probably Chinese New Year: The Biggest Celebration on Earth (2016) -- what other CNY documentary did BBC release around March 2016? The timing matches.

The article says that Latiao was created in response to the 1998 floods, but the immediate paragraph under says “When Latiao debuted in 1990”. The first source is present and says 1998, while the second one is a dead link. Anyone know how old this really is?
