quoting a recent IEEE announcement: William Thomson, Baron Kelvin also known as Lord Kelvin was committed to measurement as a pathway to scientific knowledge and technological progress, he famously said: "When you cannot express, what you are speaking about in numbers, your knowledge is of a meager and unsatisfactory kind,” Kelvin uttered these words during a lecture he gave to the Institution of Civil Engineers in 1883, which was a crucial time for both the emergence of the physics discipline and the profession of electrical engineering.
