POV and Weasel words

On two occasions (1984 and 1996) the state government attempted to sell off the land only to be thwarted by locals who saw the opportunity to create a linear reserve, which could have great environmental and economic advantages for the towns along the route, not to mention the enjoyment of the general public.

This paragraph is POV and contains weasel words. How was the attempt to sell off teh land "thwarted"? Woudl it be better to say that locals protested and the decisions was reversed? (if that is in fact what happened). "Great environmental and economic advantages" is relative and subjective. Should be substantiated with a reference. "not to mention the enjoyment of..." is unencyclopedic tone. Don't get me wrong, I'm a fan of rail trails, but this article could do with a tidy up.
