- Frankly, I don't understand it. There is a geographic reference to groups of smaller schools so designated in neighborhoods to give a quality education to every student, but they are speaking in careful words so as not to say "If you go to one of our regular schools, you'll get a lousy education." Here is their webpage explanation. I'll add it to source on the article but it will take someone with more understanding of the nuance to actually explain it in English. - But George, just because the school district has cloaked their educational concept in a veil of doublespeak does not mean Wikipedia should ignore that there is a specific designation given to these schools by the supervising organization.
