Why is he a conspicuous exception?
The current position holder (Chargé d’Affaires Michael Goldman) is also a career public servant "A career member of the Senior Foreign Service, Mike joined the State Department in 2000."

The first holder of the position - Clarence E. Gauss (as one of the first two US Ministers to Australia) - was also a career diplomat
