I think we have to think about organisation of this article. I think we must class names per year of beginning then alphabetical order.

Fictious example (Imagine letters are names of services) :
Agency D - 1890-1920
Agency E - 1890-1919
Agency B - 1891-1920
Agency F - 1891-1921
Agency A - 1925-1990
Agency G - 1926-1990
Agency C - 1995-2023
Agency H - 1995-2023

Also , I saw the name of some services mentionned without translations in English.
