As there is no administrative division grouping the districts into clusters, I wonder if this additional grouping has any external sources for them? If they are only included to make the districts easier to find in the map, and only created by and for Wikipedia, then this would be a case of Wikipedia:No original research. andy (talk) 17:49, 2 March 2017 (UTC)Reply

They appear to be copied from the Bangkok article, which provides citations. (Links are now dead, but are available via the Wayback Machine.[1][2]) The twelve-cluster system was introduced during Apirak's governorship, but it's unclear whether it's still actually used for any planning purposes. --Paul_012 (talk) 20:19, 2 March 2017 (UTC)Reply
Thanks, I totally missed to hear about them. Maybe they were inspired by or had similar original as the Province clusters (กลุ่มจังหวัด) which were officially introduced in 2009 [3]. The district clusters however seem to have never been official announced in the Royal Gazette. andy (talk) 14:00, 3 March 2017 (UTC)Reply
