The article name, the criteria in the lead and the content in this article is both misleading and inconsistent. Something being Foreign indicates it as being from another country, usually physically. The article lead states this: A player is considered foreign if they are not eligible to play for the national teams of England, Scotland, Wales or Northern Ireland. There are people in this list who were born in the UK and would have been eligible to play for the "home nations" mentioned, many likely are British passport holders, and are even marked down as having been born in the UK. Take Grace Moloney for instance. She was born and raised in Slough, considers it as her hometown and has spend most of her youth and Professional career playing for neighbouring Reading. - This issue is addressed further on in the lead. Just like similiar lists such as List of foreign Premier League players, in order to address the supposed "inconsistencies" you've pointed out, a player's listed nationality is that as recognised under FIFA eligibility rules which is either their place of birth or, if they have represented a different nation internationally, the highest level (or the most recent) team they have represented is used. These include British players with dual citizenship. Take your exmaple of Grace Moloney: the article states that she was born in England but she is listed under the Republic of Ireland for the reasons outlined - her FIFA recognised nationality is Irish because she has been capped for the team at senior level.
