Although I think this is a useful article in principle, in practice the data all seems to be from 2005 or 2006. A lot has changed in the past 12 years. For example, a lot of California cities would have skyrocketed up the list since then. I would urge readers to use it with many grains of salt, and I would urge whoever created it to try to find newer, more relevant data.
