Is gthere a need to add another map?

Do we need another map? Showing territories covered by:

• emission reporting
• NDCs

The issue is that some territories are special:

• not party, but still submit NDCs (Taiwan)
• are party, but do not submit NDCs
• are territories of a party, but exluded from the PA (Curaçao)
• are territories of a party, independend signatories, but excluded (Aruba)
