- In general, I think all tech reports put online by the publisher of the tech report series are ok to link. What you need to be more careful of, for them, is not copyright, but whether they're the same or substantially the same as the final published version. Instead, often a tech report would be a preliminary version, with mistakes or different material than the final version. —David Eppstein (talk) 17:15, 20 February 2019 (UTC)
