According to Galaxies in the Universe by Sparke & Gallagher (pp.392-393), when LBGs, with redshifts (3>z>2), reside within 300kpc of a sightline to earth, from a Quasar, then two-thirds show Lyman-alpha absorption from the QSO, whereas the other one-third do not. Perhaps those that do not have gaseous halos that have become fully ionized ?
