Itis clear to me that this is a survivable, second-strike weapon like the SLBMs, but was it intended to be used in retaliation against cities or against the Soviet military? A single 400kt warhead would not suffice in both cases.--Arado14:11, 6 December 2006 (UTC)Reply
A second strike weapon can be both Countervalue i.e target cities and population, and Counterforce i.e military targets. But due its low yield warhead, its probably a Countervalue against citys with a lot of Industry. User:Pandapod1 13:02, 25 June 2015 (UTC)
