RECENTism and Quebec controversy

The Busy Man's Magazine when?
HathiTrust provides full view of Vol XXI, nos 1-6 (Nov 1910 to Apr 1911). For instance, Contents, 21.6 (Apr 1911).
- Small print in the footer of that contents table states "Entered as second-class matter, March 24, 1908, at the Post Office, Buffalo N.Y."
- That timespan for Vol XXI suggests Vol I either 1890/91 (annual volumes) or 1900/01 (semiannual).
- The entry in HathiTrust search results (from some index of HDL contents presumably) states "Published 1896" [1]; in turn, the catalog record mentions "Vol. 11, no. 1 (Oct. 1905)".
