Introduction (sources ? still up to date ?)

When was this sentence written ? Is Google X still supporting Makani since the separation in February 2019 ? Is ARPA-E still supporting Makani ? (maybe i.e. the 'stable genius' in the White House has stopped that) I efface the underlined part of the sentence.
