Governor & Lieutenant Governor

An editor added the following note to the main article:

The lieutenant governor presides, as president, over the council in place of the governor but he has no vote. However, when the governor presides over the council, as its president, then the lieutenant governor is a regular member of the council, and, thus, does have a vote.

I read the Constitution as stating expressly that neither the governor nor lieutenant governor have a vote, and I removed the edit, although I can see how this interpretation derives. Is there an authority that says this directly? ► DRTïllberġ ◄Talk 02:47, 5 January 2008 (UTC)Reply

does any body feel this is working good or showing signs of states economy improving? Can some one justify the common wealth of ma economic impacts over the ;ast 2 decades and the council role in its duties?

i think except for the boston marathon this year and its debacle last year there was nothing positive in the governors council with respect to security/economy or even cost/expense containment.
