Largoplazo: I am the original article creator. I added external citations and NIST's index of software for advanced functions, to address your notability and external sources concerns. Looking at articles for other math libraries, including Math.NET Numerics and the GNU Scientific Library, they all appear to primarily cite their own documentation, so this article conforms to type. Hello. Be careful of comparing with other articles, which may just as well not have been duly vetted or from which maintenance tags may have been removed without resolving the associated issues. See WP:OTHERSTUFFEXISTS.
For comparison, a search in Google Books for "GNU Scientific Library" yielded 2,230 results, including at least a few with substantial coverage of GSL, including this, this, this, this, and this. A Google Books search for "Meta.Numerics" yielded 11 hits, some of which don't actually appear to contain even the word "meta" when I search them, and including a couple of unlikely titles like Almost Single and Bodycheck: Relocating the Body in Contemporary Performing Art. While this doesn't mean that Meta.Numerics can't be found notable, it illustrates a substantial difference between its coverage and that of the GNU Scientific Library.
