Fair use rationale for Image:Michicolatino-ukpromocd.jpg

Image:Michicolatino-ukpromocd.jpg is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. • The lead contains a number of awkward sentences

What is awkward here?

• Chris Charles from BBC News commented that "Mi Chico Latino" could be easily mistaken with "Spice Up Your Life" almost verbatim so should use quote marks
• "Jonathan O'Brien from Hot Press magazine was negative, stating that "Mi Chico Latino" was a dreadful pastiche of Madonna's "La Isla Bonita".[15]" again this should be in quote marks if it is the original wording, further, fn15 should be denoted as "subscription required"

• fn26 makes some serious allegations about the song's originality, but there is no discussion of this in the text here. What happened with that?  Not done seems to be a hole here
• this does not appear to be a reliable source
• "On 29 August 1999, the singer performed the song on Top of the Pops.[28]" can't see this, but the text there says 26 August
• The Italy chart position citation appears not to show the relevant information
