There is no international deportation agreements between russia and america. So that means ameeica cannot legally extradite someone.
I know an attorney whose American client killed a woman and fled to Russia. The man got married to a russian and is becoming a russian citizen. I am completely and totally disgusted by this depravity, and i do not want to give anyone any ideas to flee violent or illegal crime in america but that just tells you how easy it is for a conscious objector to flee military service.
So if you know anyone that is a conscious objector from the military, it is easy to move to Russia.
