I suspect that this is an error for "way station". Is the meaning "an intermediate point" or a "place for weighing vehicles" ? If the former, which seems more likely, then it is "way station".

The original source does read "weigh station". My guess is in the sense of "a weighing center for official opium shipments"? -- Khazar (talk) 03:01, 4 February 2012 (UTC)Reply
