The smallest administrative subdivision is kohaliku omavalitsuse üksus (according to the constitution of Estonia; "unit of local self-government") or omavalitsusüksus ("unit of self-government"). Omavalitsus is 'self-government'. It can be either vald or linn. I propose to translate vald as "rural muicipality", and in names just municipality. This is how it is translated on English web sites of Estonia. Commune is not an acceptable word for Estonia. Andres 20:31, 19 March 2006 (UTC)

This got discussed, and the consensus is that parish will be the word. I'll try to get all references fixed accordingly, but it'll take some time, as there are *many* references. Digwuren 11:18, 14 June 2007 (UTC)

Some time ago I asked Estonian Legal Language Centre about this and they were very strongly against parish. They recommended municipality for vald, rural municipality if the context demand to be more specific (like "cities and rural municipalities"). 88.196.103.12 20:49, 14 August 2007 (UTC)

Though there are references for parish, the trouble with parish is that it is the natural counterpart of kihelkond. How would be call them then? I think that the rural municipalities should be named as "Kõo Municipality". There also are references for municipality. It shouldn't be presupposed that Estonians know well the meanings of the English words. While "kihelkond" is the translation for "parish", so is "vald" [1] [2]

Vald is not parish

Parish is an equivalent for "kihelkond" (an older administrative unit which is still in use in some contexts e.g. dialectology). So "vald" cannot and should not be translated as parish.
