Fair use rationale for Image:Nationalpressclub.jpg

I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. In addition to the boilerplate fair use template, you must also write out on the image description page a specific explanation or rationale for why using this image in each article is consistent with fair use.

editMy account (Rhowellnpc) has been set up in an effort to remove/correct info on the National Press Club Wiki page. I would like to request that a paragraph (contributed by user (Jabinfo123) on April 17, 2013) be removed/replaced in the article. The paragraph is in the introduction and reads:
"It is noted in Mullins Secrets of the Federal Reserve that "George Stimpson, founder of the National Press Club in Washington, whom The New York Times on September 28, 1952 called, "A highly regarded reference source in the capitol. Government officials, Congressmen, and reporters went to him for information on any subject."" George Stimpson worked at the Library of Congress as a researcher in the 1950's according to Mullins.(Secrets of the Federal Reserve, Page 1, Paragraph 3 "About the Author")"
This is incorrect/misleading. The club was "conceived" by Graham B. Nichol, and founded by a group of reporters (Stimpson may have been one of the founders). If a generous editor would like to help, more info can be found at the following link: http://press.org/about/history/gallery/beginnings
