Since it has a decent number of references and is over the minimum character count for Wikipedia:The_50,000_Destubbing_Challenge, I'm counting this as a destub. It's mid-importance for WP:US by comparison to stuff in , and low-importance for WP:CS since it hardly has to do with the core of computer science except by being about regulation and policy.
