Article needs discussion on how the various Circuit Courts handled SCOTUS's decision (e.g., remand, dismiss/vacate, etc.) in light of their previous rulings on Board cases and any impact as to the Board's functioning (e.g., future instances of a potential 2-member Board). I made some factual corrections to the timeline of the background detailing how and when the Board decreased from 5 to 2 members.
