Hispanics or Latinos refers to not to race but to language, national origin or cultural identity, and a Hispanic or Latino can thus be of any race, although many Hispanics/Latinos claim no race but Hispanic, or "other".
But the numbers, as given in the 2003 Statistical Abstract of the United States, still need reconciling. The 2008 Almanac of American Politics gives 2.9% non-Hispanic White, 30.3% non-Hispanic Black, 1.6% non-Hispanic Asian, 0.3 non-Hispanic Native American, 0.5% other non-Hispanic and 1.6% non-Hispanics of more than one race, which, added to 62.8% Hispanics of all races, allows the numbers to add up to 100%. But it's worth double-checking at http://www.census.gov , which lists all kinds of statistics by Congressional District, to make sure. —— Shakescene (talk) 04:03, 25 September 2009 (UTC)Reply

I understand that Hispanics can be of any race but the article does not make this clear. Wikipedia is not edited by paid editors and usually not by experts. What I'm suggesting is that you're just as good a person as I to visit the Census site, find good, verifiable numbers for the 16th CD of NY that resolve these riddles by adding up properly, and then enter them. The worst that can happen is that another eagle-eyed reader will note some discrepancy and fix it. I certainly don't want to sound arrogant or snarky but I have a whole host of other overdue statistics that I've found but need to format and update at, for example, Government and politics of the Bronx and Economy of New York City.
