editWorth a separate page. It's clear that KiwiRail is not part of ONTRACK, rather that they are both part of NZRC.
The country's rail operator and tracks will be overseen by one state-owned enterprise, Finance Minister Michael Cullen announced today.
Dr Cullen said from October 1, KiwiRail and Ontrack would report to the board of the New Zealand Railways Corporation, which would be chaired by former prime minister Jim Bolger. (NZPA) pub in ODT, 24 Sep 2008 [1]

Rationalising New Zealand Railways Corporation, ONTRACK and KiwiRail
editI'm not sure if I actually am proposing a merge verses more clearly defining their relationships.

They are three clearly distinct institutions:
- New Zealand Railways Corporation: a comprehensive vertically intergrated railway that became a landowner only and is now a holding company
- ONTRACK, one of many railway infrastructure providers popping up around the world, see also ProRail, Network Rail, RFF, Banverket
- KiwiRail is a train operating company
All have different histories and different start dates, they just happen to be owned under one roof, but that could easily change again. The sucession boxes in each article explain it nicely.
