This article should be retitled "Newtownabbey Borough Council"

Unfortunately it's not that simple. The NI borough details are all located on articles with the title "placename", as in many instances, they are detailed within a city or town article. There has been no decision to separate the borough details from articles such as Derry, Carrickfergus, etc., mainly because there's unlikely to be enough information about the borough to have a full article.
I think you'll probably have to be content with this being titled "Newtownabbey".
