Why I removed the tag claiming too many quotations while leaving quotations in the article

Normally an overabundance of quotations is disruptive and undesirable to the reader, but in this instance they document a metaphorical dialogue, both verbal and nonverbal, between Kibalchich and the state. He is pleading to release an intellectual discovery into the world in the interest of truth and scientific advancement. The state is denying his plea in its own, brutish, short-sighted self interest.
